"Dear Twinning National Contact Points,
In response to several queries received and to give you an overview of the challenges regarding the implementation of twinning projects in Ukraine, please find below some information about the state of play with twinning projects.
Due to the Russian invasion, the EU Delegation staff in Kyiv has temporarily relocated outside of Ukraine, in different locations. However, both the Cooperation and the Finance and Contracts sections of the Delegation remain operational and can be contacted.
The Member States currently working in the four ongoing Twinning projects in Ukraine, can contact the twinning team in HQ in case you have specific questions on the articles from the General Conditions which are applicable in this case (art.11.2 and 11.8). In the meantime, please note that in line, with article 11.2 of the Grants General Conditions, the contracts can be suspended or terminated early because of force majeure factors (such as wars, as defined in the article 11.8 of the General Conditions). It is the EU Delegation Kyiv which will oversee any contractual decisions deriving from the application of these articles.
