As discussed, we would like to give an opportunity to all of you to provide us with feedback. To this end, you find enclosed the slides presented during the meeting.
Since we do not want to limit the scope of your feedback in anyway, please feel free to share any comments, concerns and potential solutions to those.
It would be nevertheless very useful if you would comment on the elements that appeared the most obvious trade-offs/challenges:
- On digitalisation: all organisations receiving part of the Twinning grant will have to be identified and get a “PIC” number, which can be lengthy process – but would allow fully digitalised signing procedure
- On the use of Lump Sum budget, which would effectively mean that there will be no need for an audit trail of expenditures incurred and paid. Two main challenges were raised:
- The key activities – and corresponding amounts – will have to be precisely defined before having exchanges with the partner Country
- Budget changes between work packages or between allocations of organisations receiving part of the Twinning grant will require an amendment
- On reporting: A more detailed Logframe Matrix – requiring the EUMS to propose output indicators at the application stage but no more quarterly reports
- On the percentage of prefinancing: The payment schedule could be: Example 1: 40% initial, 50% further prefinancing or Example 2: 60% initial, 30% further prefinancing
