Dear Colleagues,
I am pleased to share with you an updated version of the Manual which has been revised by NEAR C.3 colleagues. This is in essence a technical update of the Manual which aims at providing clarifications and enhanced guidance to all Twinning stakeholders.
A number of clarifications already provided to the Twinning community are incorporated I this updated version of the Manual such as the reference to the new disclaimer for UK applicants, the Financial Regulation, the updated templates of the Special Conditions (Annex A) and the General Conditions (Annex A2) including the applicable rules in relation to data protection.
This updated version of the 2017 Manual will be made available on the Twinning Website of DG NEAR and applies to all new projects under the Twinning Manual 2017.
The French version of the Manual will be updated as well shortly.
I look forward to our continued cooperation in the implementation of Twinning projects.
