Dear all Member State National Contact Points,
TAIEX has been asked to address a request for your assistance in distributing a call for applications for the position of the EU High Level Adviser in Moldova on Agri-food sector development. The objective of the project is to support the Moldovan authorities in the implementation of the reform agenda. In the context of Moldova being a candidate country to join the European Union, we strongly encourage you to forward this call to all relevant experts from your country. The terms of reference, the Code of Conduct, and the guidelines for application, evaluation and final selection of the High Level Advisers covering the call are enclosed. We would be grateful if you could share these documents with the appropriate Services of your Administrations, so that potential candidates can be informed about this opportunity.
Please also find attached the Privacy Statement for the High Level Advisers programme, which should also be sent to the appropriate services of your administration at the same time as the above-mentioned documents so that the potential candidates can be advised of how their personal data will be treated.
Applications consisting of a covering letter and an EU format CV, should then be centralised at your office. National Contact Points should check the applicant’ credentials and verify that their CV meets the criteria provided in the terms of reference. Those meeting the criteria should be forwarded to the mailbox NEAR-EU-HIGH-LEVEL-ADVISERS@ec.europa.eu ONLY, by close of business 11 August, 2023.
During August our colleagues in the Geographical Unit covering Moldova will draw up a short list of candidates. The EU Delegation to Moldova will be responsible for the final shortlist and the interviews which are expected to be undertaken in early September 2023. The CV and covering letter of the selected candidate will be shared with the National Authorities in Moldova. As such, each applicant should include the following statement in their covering letter -: “I agree that my CV and this covering letter can be shared with the relevant national authorities in the Republic of Moldova”.
Remuneration is paid monthly and is subject to negotiation, the HLA will be responsible for the payment of their own income tax and their own housing. Health insurance and 20 days paid annual leave per year are included in said remuneration. The HLA will benefit from diplomatic status in the Republic of Moldova during their assignment and they will be required to stay on a permanent basis in Chisinau for the entire duration of the project, save for leave days. No provisions are made for family members joining the HLA at their duty station. Teleworking from abroad is also a possibility, however this may affect the remuneration. During 2023 the HLA’s were granted up to 10 days teleworking from abroad. For 2024 this will be subject to approval by the Contracting Authority.
