I would like to share with you some thoughts on how to improve the implementation and flexibility of twinning and Taiex instruments.
Here are a few observations that I will give you for your consideration.
- There is a need to strengthen the transparency and quality of the process of selecting twinning proposals. This issue was presented by me in an e-mail sent over a month ago (attached). In a nutshell: written evaluation of offers should be more thorough than now. The evaluations of all applicants should be open to all.
- Allowing TAIEX projects to be conducted online and allowing selected Twinning activities to be conducted online. In case of twinning, online activities could only be carried out with the consent of the beneficiary. This had to be allowed by the project fiche. The money saved from air tickets and hotels could be used to equip the beneficiary or the MS with the necessary equipment to carry out the tasks online.
- It should be allowed for the MS institution to use the remaining money from the implementation of the Twinning for the needs related to the implementation of other twinning projects, TAIEX or other assistance projects for public administration.
- An extended Taiex programme should be introduced, which would last up to 30 days and would combine expert missions, study visits and work from home. It would fill the gap between twinning light and current Taiex projects.
- A feasible possibility to implement twinning projects in English in French-speaking countries should be introduced. This would give countries there the opportunity to benefit from a much wider range of assistance than now.
