I hope that this message finds you all well.
Following on my previous email of last Friday 29 May with the concept note on the response of the Institution Building Tools to the COVID-19 crisis in support of the Team Europe approach (included here again with updated list of those of you who shared information with us), I would now like to share with you the following additional information:
- as promised two more documents with questions and answers on Twinning;
- information on TAIEX questionnaires in key sectors with kind request to colleagues NCPs in Partner Countries to assist us in ensuring the first one on cybersecurity is completed by relevant institutions;

Following on my previous email of last Friday 29 May with the concept note on the response of the Institution Building Tools to the COVID-19 crisis in support of the Team Europe approach, I would now like to share with you two more documents specifically on Twinning.
Based on our discussions at the WebEx meetings on 23 and 30 April 2020 and your further written inputs, we have compiled a document Questions & Answers on Twinning during COVID 19 to address your most recurring questions and challenges related to the implementation of Twinning projects in the wake of the COVID-19 crisis. You can find it in the attachment. We hope that it will contribute to navigate successfully projects implementation in these challenging times.
I would also like to take this opportunity to share with you a second document – Frequently Asked Questions on Twinning Manual - bringing clarification to the rules and procedures of the Twining Manual. This set of FAQ builds on our discussions at our regular NCP Twinning working meetings last year on how to best assist you in the interpretation of the Manual.
Please consider both documents as living documents and an ongoing exercise. With this in mind, don’t hesitate to address us with any additional questions of general interest as far as the interpretation of the Manual is concerned. Lastly, please note that we intend to publish the FAQ document on our website for your easier future reference: www.ec.europa.eu/neighbourhood-enlargement/tenders/twinning_en.
On TAIEX
During the National Contact Point Meeting held on 30 April 2020 we have discussed the need to gather first-hand information on the real needs and challenges in Partner Countries and beneficiaries in particular in the key sectors we identified during our discussions. We informed you about the ongoing TAIEX initiative to prepare questionnaires in order to gain an understanding of the problems faced in the sectors of Telecom/Broadband, e-Governance, Cyber security, e-Education and e-Health, with assistance of TAIEX Member State experts. If these initiatives will be successful we will consider extending it to other sectors of course. Please note that in some cases such as health sector, such assessments are already pursued by other entities and we will gather the information when available to avoid duplication and workload.
The overall aim of the initiative is to identify the problems institutions face during the Covid-19 crisis, so that together we can identify issues where immediate action through TAIEX could assist your institutions to be better prepared in case the same or a similar situation arises in the future. The results will also feed into future and ongoing assistance through Twinning and can be useful to assists other undertaken through the Team Europe approach. Knowing where problems were faced will help us tailor our support to address these challenges and to facilitate building strong institutional responses to any future crisis scenario.
