Wideokonferencja dot. twinning i TAIEX z Komisją Europejską - 23.04.2020 r.

23 kwietnia 2020 r. miała miejsce wideokonferencja pomiędzy Komisją Europejską a krajowymi koordynatorami ds. programów twinning i TAIEX na temat obecnej nadzwyczajnej sytuacji oraz najbliższej przyszłości ww. programów.
Poniżej przedstawiam wnioski ze spotkania przygotowane przez DG NEAR.

Dear colleagues,
I would like to thank you for your active participation in the videoconference on the Institution Building tools in the COVID-19 emergency and beyond.
I am happy to note that we all welcomed the meeting and the Institution Building Community showed willingness to work together to respond to the COVID pandemic, provide expertise in key sectors and work on digital solutions to keep the instruments operational. Technical assistance through TAIEX and Twinning has an important role to play to operationalise the Team Europe approach, and should be deployed as soon as possible to assist Partner Countries.
Our discussions showed that the Community agrees that the institution building tools should be used also in a longer-term response perspective to mitigate the economic and social consequences and to build overall resilience. At the same time, concerns about IT infrastructure and digital capacities in partner countries were flagged.
Please find below the summary of main points of discussion and operational conclusions:
- Developing online solutions to keep TAIEX and Twinning operational is key to mobilising the instruments as part of the Team Europe approach in response to the pandemic and its consequences.
- The NEAR Institution Building Unit together with TAIEX contractor is working on digital solutions (including interpretation) taking into account the often lack of IT infrastructure and digital capacities. These conditions represent a significant challenge for online technical assistance delivery.
- For Twinning, the new flexibility arrangement are welcomed. Ensuring coherent information and support to Contracting Authorities and Delegations in their implementation need to continue;
- Online solutions and offer should complement regular TAIEX and Twinning, which will return when circumstances allow. Digital solutions should however become a regular part of the TAIEX offer.
- The instruments need to be deployed quickly whenever possible to address the most urgent needs in Partner Countries, as well as in the longer-term to mitigate the social and economic impact of the crisis and to strengthen overall resilience. Continued reflection on new ways of delivery should continue.
- As needs may vary across Partner Countries, individual needs assessment is of key importance, and Partner Countries should be encouraged to submit articulated requests in order to focus assistance where it is most needed and to secure good response from EU experts. Work, already initiated by the Commission, to map needs in the health sector should continue and cover other areas.
- EU Delegations and Twinning experts have important on-the-ground expertise, and should play central roles in these processes.
Action points:
- Member States to provide further input on TAIEX and Twinning in written contributions by 1 May, focusing on specific fields of expertise, concrete suggestions for digital solutions to technical assistance delivery, and other best practices which can be put in place in short, medium, and long term.
- Member States to ensure a supply of expertise by motivating experts to participate in online TAIEX activities.
- The Commission will continue working with the TAIEX contractor on online solutions, and will keep the NCPs informed.
- Training and guidance will continue to be provided to EUDs, Contracting Authorities on the interpretation of the flexibility arrangements note and in general on Twinning rules. The Commission will continue gathering suggestions for further flexibility from MS and adjusting guidance, taking into account the financial and legal framework.
- On 30 April, the Commission will organise a similar meeting with the NCPs of Partner Countries.
All the contributions will assist in developing a comprehensive TAIEX and Twinning response to COVID emergency in the spirit of Team Europe approach. Such responses should include short and longer term time-frame.
Let me warmly thank all of you who already summited comments and ideas. We are looking at them with high interest.
On this basis, and if particular issue needs further clarification or discussion, we can organise further discussions of the IB Community, possibly on selected topics.
